Findings from PETS

In the final topic in this module, we’ll take stock of some of the findings of decades of international experience with PETS.

We’ll revisit the main objectives of PETS that we learned about earlier in the module, and look at what PETS have uncovered with respect to each of these objectives. We’ll also ask you to think about some of the policy implications that can be drawn from these findings as well as some of the tool’s limitations. Lastly, we’ll read a case study of a civil society coalition’s experiences with implementing PETS in the education sector and ask you to think about what lessons learned from this case also could apply to your own country, regional, or local context.

Learning objectives By the end of this module you will:

Understand the major findings that can be drawn from PETS
Be able to participate meaningfully in the estimation of leakage and the analysis of causes of variations in leakage
Be aware of the existence of complementary approaches to PETS, such as QSDS, report cards or social audits
