Now that we understand the basic definition of PETS and its objectives, in this next topic, we will move on to the basic “how-to” steps of implementing this social accountability tool.

While stressing that PETS vary greatly, we’ll go over some of the basic core steps in designing and implementing the tool, from the preparatory stage all the way through the dissemination of results. In the learning exercise, we’ll ask you to apply this new knowledge to your own context by beginning to design your very own PETS survey that is tailored to your country or locality’s unique needs and circumstances.

Learning objectives By the end of this module you will:

Identify the different activities involved in the development of a PETS, from their design to their implementation
Understand how to map flows of funds within a given public sector and detect the opportunities they offer for mismanagement or corruption
Ensure the reliability of the data collected through PETS, thanks to proper sampling and data management techniques
