Introduction to performance monitoring

Before we cover the specific tools that citizens and civil society organizations can use to monitor performance, we will begin with an overview of performance monitoring. We’ll define performance monitoring as a type of social accountability approach and look at what kinds of issues it examines.

Next, we’ll review the types of results and outcomes that performance monitoring tools seek to achieve. Finally, we’ll briefly look at some of the most common success factors and challenges that citizen groups have discovered in seeking to apply these types of social accountability tools. We’ll then look at two cases of citizen-led performance monitoring, from Colombia and India, to illustrate what these concepts can look like in practice.

Learning objectives By the end of this module you will:

Explain the difference between previous social accountability approaches we’ve covered (budget work, participatory budgeting, and PB) and performance monitoring as a social accountability approach
Give some examples of ways in which local communities can and have monitored and improved public service delivery through the application of social accountability tools and techniques
